As Secretary of Transportation, he is credited as the driving force behind the $2 billion Tren Urbano (Urban Train), the Superaqueduct that has resolved metropolitan San Juan's water rationing problems, numerous road construction projects and the construction of the José Miguel Agrelot Coliseum in San Juan.
In order to alleviate the situation, a system of food rationing was initially implemented in Odessa in the second quarter of 1928, and later spread to Mariupol, Kherson, Kiev, Dniprelstan (Dnipropetrovsk), and Kharkiv.
He first turned it into a leathercraft company when shoe rationing in World War II almost killed the business, and later expanded into selling leather and tools to make such products as wallets.

During the First World War he was chairman of the Carpet Trade Rationing Committee and the Man-Power and Protection Committee and was a member of the Board of Control of the Wool and Textile Industries.
