Grammatically, the relative pronoun "ὧν" ("of which", genitive plural), could refer to "χρόνων" ("of times"), in which case the central phrase would mean "till a restitution of all times of which God spake", or to "πάντων" ("of all" or "of all things"), meaning "till times of a restitution of all things of which God spake".
Note that the relative pronoun agrees in gender, number and case, with the noun it modifies—as opposed to the situation in other inflected languages such as Latin and German, where the gender and number agreement is with the modified noun, but the case marking follows the usage of the relative pronoun in the embedded clause (as in formal English "the man who saw me" vs. "the man whom I saw").
According to Rodney Huddleston and Geoffrey Pullum, that is not a relative pronoun but a subordinator, and its analysis requires a relativized symbol R: "The film that I needed R is not obtainable," where R is the covert object of "needed" and has "the film" as an antecedent.
