As minister — head of the U.S. diplomatic mission — to France, Washburne was the only diplomat from a major power to stay in Paris during the Franco-Prussian War and played a major role in providing both diplomatic and humanitarian support during the siege of Paris and, after the war, the Paris Commune.
His mother, Pauline Ménard-Dorian, was the daughter of Paul-François Ménard, conseiller général and député of the Hérault department during the 1870s–80s, by his wife Aline Dorian, daughter of Pierre Frédéric Dorian, minister of works during the siege of Paris.
The name was given by a German surveyor named Schilbach who had participated in the Siege of Paris during the Franco-Prussian War and the location next to the Vaal reminded him of Paris on the River Seine.
