2012 Benghazi attack, an assault on the U.S. diplomatic mission, 11-12 September, 2012
On December 28th 2013, Kirkpatrick published a detailed account of the 2012 Benghazi attack titled: "A Deadly Mix in Benghazi", discrediting those who argued that the attack involved Al-Qaeda forces and thus an administration failure.
The bill was a considered response to recent events, such as the 2012 Benghazi attack and the closing of 21 U.S. Embassies in August.

Following the 2012 U.S. consulate attacks in Bengazi, Zyuganov generated controversy when he harshly commented on the Chris Stevens' death at the hands of rioting mob in Libya, by saying that U.S. ambassador was "shot like a dog".
