Liberia is a founding member of the United Nations (see Permanent Representative of Liberia to the United Nations) and its specialized agencies and is a member of the Organization of African Unity (OAU), Economic Community of West African States (ECOWAS), African Development Bank (ADB), Mano River Union (MRU) and the Non-Aligned Movement.
In 1997 he was appointed General Counsel of the African Development Bank where he was the anchor for the institutional reforms carried out by President Omar Kabbaj, including revision of the Bank's Charter to incorporate new voting rights for shareholders, and establishment of an Administrative Tribunal to judge staff disputes.
Cooperates with the African Union (AU), the African Development Bank (AfDB), ECOWAS, the Southern African Defence and Security Management Network (SADSEM), the African Security Sector Network (ASSN), and the Kofi Annan International Peacekeeping Training Centre (KAIPTC).
Upon graduation, he received a number of appointments to national and international financial institutions, including: General Manager of the Reserve Bank of Malawi; Senior Vice President and Acting President of the African Development Bank; Senior Advisor, Director for Africa and Special advisor to the Managing Director of the International Monetary Fund; and Chief Economic Advisor to the former Head of State, Bakili Muluzi.
In addition to the World Bank, an African Development Bank (AfDB) group delegation led by the institution's president, Donald Kaberuka, attended TICAD-IV.
