A patrilineal descendant of Robert the Bruce, he was the elder son of Archibald Campbell Carne Ross of Penzance and Brecon (through whom he descended also from Joseph Carne, of the Batten, Carne and Carne bank), and Millicent Strode Cobham.

He was educated at Lindisfarne in Blackheath, Naish House in Burnham-on-Sea, Malvern College and Christ College, Brecon.
He held visiting positions at the Melbourne Institute of Applied Economic and Social Research and the University of Melbourne, where he was the 2002 RI Downing Research Fellow.

He is currently the Bankwest Professor of Economic Policy and Director of the Bankwest Curtin Economics Centre at Curtin University, Australia.

Duncan was awarded the Frisch Medal of the Econometric Society in 2000 for the article Estimating Labour Supply Responses using Tax Reforms (with Richard Blundell and Costas Meghir in Econometrica).
Kaufman mentored, among others, Cecil R. Reynolds, Randy W. Kamphaus, Bruce Bracken, Steve McCallum, Jack A. Naglieri, and Patti Harrison, all of whom became Professors at major universities and authors of some of the most widely used psychological tests in the United States.
In 1981, he was awarded the Nininger Meteorite Award, and in 2008 he was awarded a professional degree by University of Missouri–Rolla.
