Born in 1858 at Kingston, Ontario, Campbell was the eldest son of Sir Alexander Campbell, Postmaster General of Canada and Lieutenant-Governor of Ontario.
Prior to that they had been reported in the religious census as part of the movement that had its roots in the several independent movements that occurred through the leadership of people such as Thomas Campbell and Alexander Campbell, Walter Scott, and Barton W. Stone.
Hayes was elected as a Republican to the 45th United States Congress in 1876, unseating independent incumbent Alexander Campbell, a theoretician of the Greenback movement; and was re-elected to the Forty-sixth Congress in 1878.
