Belas is one of the seven municipalities that make up the province of Luanda, as per the new administrative division of the province (the others being, Luanda, Cazenga, Cacuaco, Viana, Icolo e Bengo and Quiçama).

Soon afterwards, he went to Mexico where he studied at the Insituto Allende in San Miguel de Allende 1948-49 and, from 1949–1950, at the Insituto Nacional de Belas Artes, Mexico City, where he studied under David Alfaro Siqueiros and José Ruiz.
They arrived in Brazil in 1816, where Nicolas-Antoine became a history painting teacher at Escola Nacional de Belas Artes (at the time called Academia Imperial de Belas Artes).
In 2011 Luanda Province was subdivided into seven municipalities, namely, Luanda, Belas, Cacuaco, Cazenga, Icolo e Bengo, Quiçama and Viana.
In November 2011, the Banco Angolano de Investimentos opened a branch office named "Comandante Loy" in their banking school in Luanda barrio Morro Bento, Belas municipality.
