The first parliament elected after the electoral reform produced Silvio Berlusconi's first government, which lasted eight months.

Although, the Berlusconi I Cabinet obtained a vote of confidence also in the Senate, thanks to the defection of four PPI senators (Vittorio Cecchi Gori, Stefano Cusumano, Luigi Grillo and Tomaso Zanoletti), who decided not to participate in the vote.

Liga Veneta

In the 1994 general election the LV won 21.6% of the vote in Veneto (the LAV took 3.2%) and three of its members joined Berlusconi I Cabinet: Franco Rocchetta was undersecretary of Foreign Affairs, Mariella Mazzetto of Education and Giovanni Meo Zilio (a former Socialist partisan during Italian resistance), of University and Research.

The group around Alberto Michelini and Giulio Tremonti, for instance, founded the Liberal Democratic Foundation and decided to support the Berlusconi I Cabinet (Tremonti even became Finance Minister); by the 1996 they had joined Forza Italia.
