The sanctuary was formed in the early 1990s as a cooperative project between the people of the surrounding Mwaluganje community, United States Agency for International Development, and the Born Free Foundation and the Eden Wildlife Trust.

In order to support these orphaned elephants, the Department of Wildlife Conservation set up the Elephant Transit Home within Udawalawe National Park with help from the Born Free Foundation.
The zoo formally contained leopards, but these were released into the wild due to the efforts of campaigner Virginia McKenna, founder of the Born Free Foundation.
