It was opened in 1871 by the Bristol and Exeter Railway, was resited slightly further to the west in 1884 and was rebuilt in 1932.
Kelly then retired from active service in the Navy on the grounds of ill health and pursued a successful career in the City of London where he was a director of the London Brighton and South Coast Railway and the Bristol and Exeter Railway.

In 1860 Flax Bourton railway station was opened by the Bristol and Exeter Railway just west of the short tunnel at the summit of the climb from Bristol.
