By this time there had been a lot of trouble between the Government of Puerto Rico, headed by pro-US statehood governor Carlos Romero Barceló, (who withheld economic support from the athletic delegation headed to Cuba), and the Puerto Rican Olympic Committee, presided by German Rieckehoff, which had to appeal directly to the people for donations.
The tumultuous General Assembly of the then-ruling New Progressive Party held there in 1983 led to the creation of a splinter party, the Puerto Rico Renewal Party, by then San Juan mayor Hernán Padilla and the defeat of Governor Carlos Romero Barceló in the 1984 gubernatorial elections.
While Hernán Padilla was elected to succeed him, technically, his immediate successor was Carlos S. Quirós, his Vice Mayor who became full Mayor for over a week until Padilla's term began.

His daughter, Melinda Romero Donnelly, was an NPP member of the House of Representatives of Puerto Rico for 8 years, later becoming state senator when she won a special election in 2009 for the vacant seat of former Senator Jorge De Castro Font.
Other people who attended included the then mayor of San Juan and future Governor of Puerto Rico Sila Calderón, former Governor Carlos Romero Barceló, as well as other Puerto Rican political figures.
