Ballabeg dates to at least 1643 when a Ballabegg was recorded on the Castle Rushen Manorial Roll, under the ownership of Furness Abbey.
Prior to 1821, the House of Keys had no official home, but met first at Castle Rushen, and later at the Bishop of Sodor and Man's library in Castletown.

It is located across the street from Castle Rushen in Castletown, the former capital of the Isle of Man, in the south of the island.
The appearance of the clock is described as being in accordance with the oldest known examples of such clocks, as seen at Hoxham Castle, and Kirk Bampton and Castle Rushen in the Isle of Man.
