He was the son of John McCord who came in 1729 from Ireland to Cape Cod with Charles Clinton.
It was settled by Charles Clinton (et al.) in 1731, who in 1729 resolved to emigrate to British America and having persuaded a number of his friends and relatives to join him, he chartered a ship, for the purpose of conveying his colony to Philadelphia.

McDowell was the son of James McDowell, a native of County Longford in Ireland who was one of the few survivors of a malnutrition-plagued Atlantic crossing in 1729 funded by Charles Clinton, grandfather of future New York State governor DeWitt.
