His interest in mental health issues also ultimately led him to co-found the Mental Health Project, later renamed the Bazelon Center for Mental Health Law, in 1971.

Prior to joining the Nathan Cummings Foundation, Halpern lectured throughout Asia on behalf of the United States Information Agency regarding public interest law and new directions in legal education.
In 1981 CUNY hired Charles Halpern to be the founding dean of a planned law school.

Charles Halpern, founder of the D.C.-based Center for Law and Social Policy, a Georgetown law professor, and the acknowledged "father of public interest law" was the first Dean of CUNY Law.
