Prior to his political career, he was active in the judiciary, first serving as a Justice's Law Clerk to then Chief Justice Yong Pung How, then as Deputy Public Prosecutor, followed by State Counsel, Magistrate, and finally Assistant Registrar at the High Court of Singapore.

In 2011, he contested again representing the team from the PAP which was led by Minister Vivian Balakrishnan together with Christopher de Souza and Sim Ann in a reduced-size (from 5 MPs to 4) Holland-Bukit Timah GRC.
In the 2011 general election, Balakrishnan's team, including Liang Eng Hwa, Christopher de Souza and Sim Ann, defeated the opposing team from Singapore Democratic Party with 60.1% of the votes.
The band was invited to perform at Namly Park, with guests, Minster for Education, Tharman Shanmugaratnam and Christopher De Souza, MP for Holland-Bukit Timah GRC at the occasion.
