In 2011, he contested again representing the team from the PAP which was led by Minister Vivian Balakrishnan together with Christopher de Souza and Sim Ann in a reduced-size (from 5 MPs to 4) Holland-Bukit Timah GRC.
In the 2011 general election, Balakrishnan's team, including Liang Eng Hwa, Christopher de Souza and Sim Ann, defeated the opposing team from Singapore Democratic Party with 60.1% of the votes.
