Miller was educated at Queen’s College in Barbados, King’s College, Durham University, and the Council of Legal Education in England.
He was vice-chairman of the Council of Legal Education from 1968 to 1973, and served as a member of the Senate of Inns of Court.
Apart from his ten years as Dean of the Faculty of Law at the University of Otago (1924–34), he was also a member of the Council of Legal Education.
