It was designed by Mott, Hay and Anderson, and built by John Howard, with Dorman Long and Sir William Arrol & Co. It comprises a reinforced concrete and structural steel deck, supported from portal-shaped reinforced concrete towers.
Born and trained in the USA, Ennis joined Dorman Long in 1903, and became General Manager in 1915 and a Director of the company in 1924.
Final assembly was done by the local branch of the Dorman Long company among others
Construction of the bridge was started on 3 December 1929 by Dorman Long, Middlesbrough, England.

Founded by Dorman Long in 1917, the steel produced was used to build the Sydney Harbour Bridge, Tyne Bridge, Auckland Harbour Bridge and many others.
