Cell Broadcast/Cell Information (CB) messaging is a mobile technology feature defined by the ETSI’s GSM committee and is part of the GSM standard.
ETSI inspired the creation of, and is a partner in, 3GPP.
Together with ETSI (telecommunications) and CEN (other technical areas), it forms the European system for technical standardization.
It was developed by The Parlay Group, which worked closely with ETSI and 3GPP, which all co-publish it.
