The International Network for Cancer Treatment and Research (INCTR) is a not-for-profit, non-governmental organization founded in 1998 by the International Union Against Cancer (UICC) and the Institut Pasteur in Brussels.
: Note: the official definition for UICC is found in ETSI TR 102 216 where it is defined as a "smart card that conforms to the specifications written and maintained by the ETSI Smart Card Platform project".

This system was developed and is maintained by the American Joint Committee on Cancer (AJCC) and adopted by the Union for International Cancer Control (UICC).
