He was educated at Catholic High School and Hwa Chong Junior College and graduated from the Imperial College London (BSc) and University College London (MSc) on EDB scholarships.

Before entering politics, Baey held executive positions in the Economic Development Board amongst others.
The Economic Development Board provided additional funding for “Production of Columbus, Indiana: Different by Design”, a production of WTIU, Indiana University in association with Spellbound Productions, Inc.
After retiring from the military, he held both executive and non-executive positions in various organisations, including the Jurong Town Corporation, Economic Development Board, ST Engineering, Singapore Tourism Board and Singapore Cruise Centre.
He also served at the Economic Development Board (EDB) as Deputy Managing Director based in New York City from 1991 to 1993, and as Managing Director from 1994 to 1996.
In 2006, upon the urging of Singapore's Economic Development Board, St Joseph's Institution established an international school.

The Economic Development Board was set up in 1961 by Goh Keng Swee, and with the assistance of Dutch economic advisor Dr Albert Winsemius, national economic strategies were formulated to promote Singapore's manufacturing sector.
He is also a member of the Economic Development Board audit committee as well as a board member of the Singapore Land Authority Board.
Pat works closely with the Economic Development Board Executive Director, Executive Committee, Board of Directors, government officials and community leaders.
