With a view to using the building for art exhibitions during Luxembourg City's year as European Cultural Capital in 1995, the Swiss artist Urs Raussmüller of Schaffhausen's Hallen für Neue Kunst was charged with adapting the casino into an exhibition space for a limited period by creating substantially more hanging space than could be provided by the walls in the various rooms.
To promote Linz as the European European capital of culture for 2009 he has been commissioned to write an opera about Joseph Fouché who was exiled in Linz.
He attended the Bridges Organization Pécs 2010 World Conference (July 24–28), held in Pécs, Hungary, the European Capital of Culture.
In 2008, the duo presented compositions for guzheng and harp by the Welsh composer Bill Connor at Liverpool University, as part of the Liverpool's European Capital of Culture 2008 programme.
The introduction also hosts a critique of Glasgow City Council's treatment of its culture and heritage in the neglect of the local history museum, and a brief mention of Glasgow's time as the European Capital of Culture in 1990, which would be the subject of a more sustained satire in his novel Something Leather.

On 27 August 2011 his opera Henrik och Häxhammaren (Henrik and the Hammer of Witches) had its premiere at Turku Castle as part of Turku's year as joint European Capital of Culture.
He was one of the Lord Mayor of Liverpool's chosen charity ambassadors (alongside footballer Kenny Dalglish and musician Gerry Marsden) assisting at events throughout Liverpool's European Capital of Culture 2008.
