In his capacity as Attorney General, he was a member of the Executive and Legislative Councils and Joint Chairman of the Law Reform Commission.
This line was planned to serve the new town of Tseung Kwan O (literally, General's Bay), and after being approved by the Hong Kong Executive Council on 20 October 1998, construction commenced on 24 April 1999.
His brother, Sir Yuet Keung Kan, was the Senior Unofficial Member of the Legislative Council and Executive Council of Hong Kong.
