Together with Faisal Husseini he co-founded the Jerusalem National Committee in 1992 which later became the Jerusalem Arab Council (1993), as Abdul Hadi functioned at the Orient House under Faisal Husseini’s leadership.

In July 1987, Nusseibeh and Faisal Husseini met with Moshe Amirav, a member of Israel's Likud Party becoming the first prominent Palestinians to meet with a member of the Israeli right.
However, the uprising was predominantly led by community councils led by Hanan Ashrawi, Faisal Husseini and Haidar Abdel-Shafi, that promoted independent networks for education (underground schools as the regular schools were closed by the military as reprisals for the uprising), medical care, and food aid.
