The report criticised all parties: Haj Amin al-Husseini, later Grand Mufti of Jerusalem, for inciting the Arabs to violence; Ze'ev Jabotinsky, organiser of the Jewish paramilitary defence organisation Haganah; the British military command in Jerusalem that had initially withdrawn troops from the streets; and the divided political chain of command from London.
The building was built in the 1930s as a home for the Muslim Mufti of Jerusalem, Haj Amin al-Husseini, who never lived there.

Borith is a hamlet in the surroundings of the Borith Lake to the northwest of Husseini, a village near Gulmit, Gojal, in the upper Hunza.
El-Husseini was elected member of parliament in 1972, at the age of 35, after being mayor of his hometown Shmustar at 18.

Born in 15 April 1937 in Zahlé into a prominent Shia family, Hussein El-Husseini is one of the founders of the Movement of the Deprived that later gave birth to Amal, of which he, along with Imam Musa al-Sadr, is the co-founder.
Together with Faisal Husseini he co-founded the Jerusalem National Committee in 1992 which later became the Jerusalem Arab Council (1993), as Abdul Hadi functioned at the Orient House under Faisal Husseini’s leadership.
