During the 1950s he worked for the United States State Department, at the Foreign Service Institute (FSI), teaching inter-cultural communications skills to foreign service personnel, developed the concept of "High context culture" and "low context culture", and wrote several popular practical books on dealing with cross-cultural issues.
The orders were ultimately issued and, on March 13, 1947, Secretary of State George Marshall announced the establishment of the Foreign Service Institute.

The George P. Shultz National Foreign Affairs Training Center (NFATC) is one of several locations that house the Foreign Service Institute (or "FSI"), the United States government's training school for members of the U.S. foreign affairs community.

Professor Dupont holds a PhD in International Relations from the Australian National University in Canberra and is a graduate of the Royal Military College, Duntroon, and the US Foreign Service Institute.
He has lectured at the Russian Federal Assembly, the Parliament of Ukraine, Moscow State University, the Russian Foreign Service Institute and before numerous domestic university audiences on American political developments and the parliamentary processes of the United States Congress.
