On 22 December 1990, Errázuriz Ossa was appointed Titular Archbishop of Hólar and secretary of the Congregation for Institutes of Consecrated Life and Societies of Apostolic Life.

He also refused public calls for an investigation of Father Fernando Karadima and the issue of clergy sexual abuse more generally.

In the same ceremony, three other future cardinals were also consecrated: Jean-Louis Tauran, Vinko Puljić and Julián Herranz Casado.
