For launching the satellites, two options are planned: six satellites simultaneously from Baikonur Cosmodrome on the heavy-lift Proton-M, or two simultaneously from Plesetsk Cosmodrome on a Soyuz-2 with a Fregat upper stage.
This configuration incorporated the payload fairing used on the Zenit-3F rocket, and a special adaptor for the Fobos-Grunt spacecraft, which incorporated a Fregat-derived propulsion system.
The rocket consists of a Zenit-2SB (Zenit-2M) core vehicle, with a Fregat-SB upper stage, developed by NPO Lavochkin of Russia, in place of the Block-DM used on the Zenit-3SL and 3SLB.
