He was elected as a Progressive to the 63rd Congress, where he served from March 4, 1913 to March 3, 1915.
On 13 April 1919, the capital of the republic, Kars, was occupied by the British troops under the command of General William M. Thomson and after a period of local resistance he was arrested by the British forces and sent, through Batum and İstanbul, to a one-year exile in Malta (see Malta exiles) together with 11 members of his cabinet.
It was used by Crookes, Johann Hittorf, Julius Plücker, Eugen Goldstein, Heinrich Hertz, Philipp Lenard and others to discover the properties of cathode rays, culminating in J.J. Thomson's 1897 identification of cathode rays as negatively charged particles, which were later named electrons.
To do his thesis entitled "General Haushofer and his Ideas on Geopolitics," Thomson spent time in Germany, becoming fluent in the German language.
