In December 2010, Kamanga yielded to pressure from George Chaponda, Malawi’s Justice and Constitutional Affairs Minister, to enable Chaponda to use just over MK2 million ($13,000) of government money to travel to Geneva, Switzerland to attend a personal function.

Chaponda studied at the University of Delhi from 1963 to 1968 where he received degrees in history and political science.

He told the private Capital Radio's popular ‘Straight Talk’ programme: "Would you be happy to see people farting anyhow?".

In February 2011, Chaponda said that a clause in the Local Courts bill making it a misdemeanor to "vitiate the atmosphere" would criminalize flatulence to "promote decency".

2011 Malawian Air Fouling Legislation

Even though flatulence was not the target of the bill, when responding to a journalist who inquired about the ban on flatulence in January 2011 on Capital Radio Malawi's popular Straight Talk program, George Chaponda, Minister for Justice and Constitutional Affairs, agreed that the legislation can essentially be interpreted as a banning farting in public places and makes it an official criminal offence.
