Bates was brother-in-law of Gerrit P. Judd, a former American missionary doctor who was then a power cabinet minister.
He was the great grandson of Gerrit P. Judd, the first doctor to reside in Hawaii, and grandson of Albert Francis Judd, Chief Justice of the Supreme Court of Hawaii.
His mother was Sybil Augusta Judd (1843–1906), daughter of Gerrit P. Judd, and his father was businessman Henry Alpheus Peirce Carter.
