On 19 July 1315, the Golden Book was established in which to enroll at the age of eighteen years the names of those who would be entitled to access to the Major Council.
In 1315 it was ordered by the creation of a Golden Book in which to enroll, at the age of eighteen years, the names of those who would be entitled to access to the Great Council, followed, in 1316, to be even more restrictive rules regarding homini novi.
