The prominent Tang Confucian Han Yu wrote in his essay Yuan Dao the following: "When Confucius wrote the Chunqiu, he said that if the feudal lords use Yi ritual, then they should be called Yi; If they use Chinese rituals, then they should be called Chinese."
In spring 822, with Shen Prefecture in desperate straights, the imperial government capitulated and commissioned Wang the military governor of Chengde, sending the official Han Yu to announce the commission and to persuade Wang to allow Niu to leave.
Wang accepted the commission, but refused to lift the siege on Shen Prefecture, even when the imperial official Han Yu was sent to urge him.
