In 1981 Sloane ran for a second term as mayor and won, defeating Republican nominee Louie R. Guenthner, Jr., a member of the Kentucky House of Representatives, by almost a two to one margin.
Stovall won 47,633 votes, good for fifth place behind Brown's 165,188 votes, 139,713 for Harvey I. Sloane, the mayor of Louisville, 131,530 for Terry McBrayer and 68,577 for 1st District Congressman Carroll Hubbard.

Between the Civil War and World War I, the district was the location of some of New York's most famous department stores, including Lord & Taylor, B. Altman, W. & J. Sloane, Arnold Constable, Best & Co., and Bergdorf Goodman.
