Born in Skourtou, Aetolia-Acarnania, he entered the Hellenic Air Force Academy in 1959 and graduated first in his class in 1962.
It was founded in 1919 as the Military Academy of Aviation (Στρατιωτική Σχολή Αεροπλοΐας) and renamed in 1967 as the Icarus School in reference to the figure of Icarus in ancient Greek mythology.
A graduate of the Hellenic Air Force Academy, Spiliotopoulos also holds degrees in law and philosophy.
