He has also worked with international organizations such as the World Bank, United Nations Food and Agriculture Organization, the United States Agency for International Development, and the International Atomic Energy Agency.
He was also designated as an Economic Adviser in the International Atomic Energy Agency (IAEA) in the United Nations Center in Vienna, Austria (1981).
Cole served only one term, after which the IAEA was headed by two Swedes for nearly four decades: the scientist Sigvard Eklund held the job from 1961 to 1981, followed by former Swedish Foreign Minister Hans Blix, who served from 1981 to 1997.
He questioned India’s vote in the International Atomic Energy Agency on Iran’s nuclear programme where India voted against Iran.
In 1961, he was granted a fellowship by the International Atomic Energy Agency for a year of further training at University College Hospital in London on the medical application of isotopes.

Furthering his involvement in the preparation for WMD events, in 1997-8 Ciottone worked on a joint REAC/TS/IAEA nuclear disaster educational initiative in Eastern Europe.
Dr. Roche was an advisor to the WHO, UNESCO, a Governor of the International Atomic Energy Agency (1958-1960), and was a Member and President of the Council of the University of the United Nations in Tokyo, and Secretary of the Third World Academy of Sciences.
