On November 17, 2008, McConnell sent a letter to U.S. Senators Jack Reed and Sheldon Whitehouse, expressing his interest in being nominated for the vacancy on the U.S. District Court for the District of Rhode Island that had been created by Judge Ernest C. Torres taking senior status.
He worked in the bands of tropical and Latin music ensembles such as Carlos Valero, Luis del Campo, Juan "El Boy" Torres, Luciano "Chano" Pozo, José Budet, Juanito Sanabria, Marcelino Guerra, José Curbelo, and Pupi Campo.
The association was established 1993 by Miguel Torres and Robert Drouhin (of Maison Joseph Drouhin), after they had first come up with the idea in 1990.
The position was created upon enactment of Law 222 of 2011 and the first, and so far, only Electoral Comptroller, Manuel A.
