James Bowen Everhart (1821–1888), Republican member of the U.S. House of Representatives from Pennsylvania
This new police force was to be controlled by a 5-man board of police commissioners, appointed by the Governor of New York, and at first comprised Simeon Draper, James Bowen, James W. Nye, Jacob Cholwell and James S.T. Stranahan.

Captain Richard Bowen (1761–1797) James Bowen's younger brother, a British naval commander on the ship HMS Terpsichore, served under Lord Nelson, and was killed at the battle of Santa Cruz de Tenerife.
