Iraq–European Union relations

There were differences with the United States over military tactics, with British observers critical of the performance of the 3rd Infantry Division in Baghdad, and particularly of the performance of the team under General Jay Garner, who for a short period administered postwar Iraq.

Jay Garner

In 2003 Garner was selected to lead the post-war reconstruction efforts in Iraq, along with three deputies, including British Major-General Tim Cross.

Lawrence Di Rita

After the toppling of the regime of Saddam Hussein in 2003, Di Rita was assigned to assist retired Army general Jay Garner, Director of the Office of Reconstruction and Humanitarian Affairs (ORHA) in Iraq.
