The Northern Neck Grant, commonly referred to as the "Fairfax Grant", has its genesis in 1649 when the exiled King Charles II of Britain rewarded the two Colepeper (Culpeper) brothers and five other loyal friends by issuing a grant for a "porcon of Virginia ... bounded by and within the heads of the Rivers Rappahannock and Patawomecke....".
Born in 1635, Colepeper (often referred to by the alternate, Culpeper) was the son of Judith and John Colepeper.

He was sent to Russia in 1650, where he obtained a loan of 20,000 rubles from the tsar, and, soon after his return, to the Netherlands, to procure military assistance.

He was knighted, and was elected member for Kent in the Long Parliament, when he took the popular side, speaking against monopolies on 9 November 1640, being entrusted with the impeachment of Sir Robert Berkeley on 12 February 1641, supporting Thomas Wentworth, 1st Earl of Strafford's attainder, and being appointed to the committee of defence on 12 August 1641.
