The improvement project was started in 1906, under the supervision of John Edward Schwitzer, the senior engineer of CPR’s western lines.
He was known for his two major projects on the CPR, the Lethbridge Viaduct or High Level Bridge in Lethbridge, Alberta, and the Spiral Tunnels, which eliminated the Big Hill near Field, British Columbia.
The field work was directed by CPR's Assistant Chief Engineer John Edward Schwitzer.
