Siguion-Reyna is the daughter of the Spanish mestizo lawyer and regional politician Alfonso Ponce Enrile, and is the sister of Irma Potenciano and former Senate President Juan Ponce Enrile.
It was designed by the architectural firm Hellmuth, Obata and Kassabaum, and was to be the first highrise project of Senator Juan Ponce Enrile and the then fledging JAKA Property Group.
Enrile has a half-sister, Armida Siguion-Reyna, who is a noted singer as well as a theatre and film actress.

Upon graduation, he was elected to the prestigious Pi Gamma Mu and Phi Kappa Phi international honor societies.

As a scholar at the Harvard Law School, he earned a Master of Laws degree with specialized training in international tax law.
