Chinese intelligence operations in the United States

The aggressiveness of Chinese penetration is well documented in multiple espionage cases including those of Larry Wu-Tai Chin, Katrina Leung, Gwo-Bao Min, Chi Mak, and Peter Lee.

In 1982 FBI Special Agent James Smith recruited Leung, then a 28-year-old immigrant from China, to work in Chinese counterespionage.

The FBI had developed a plan for her to be recruited by the Chinese Ministry of State Security as an asset working as a double agent for the United States.

In 1982, FBI Special Agent James J. Smith re-opened the FBI investigation into Leung hoping that she could provide him with additional information on the PRC activist as well as other miscellaneous information.

More recently, in 2003, Chinese-American Federal Bureau of Investigation source and Republican Party fundraiser Katrina Leung was arrested and accused of being a double agent for both the FBI and the Chinese government, although she was acquitted of charges of copying classified information, and convicted only of tax charges and of lying to the FBI.
