On 1 September 1942, more than 100 senior CPM and MPAJA members gathered at the Batu Caves just north of Kuala Lumpur for a secret conference.
Lau Yew is believed to have favoured a seizure of power from the British in 1945 before they had fully re-established themselves in Malaya, but was opposed in this by the MCP's leader Lai Teck.
They also met guerrilla fighters of the Malayan People's Anti-Japanese Army (MPAJA), two of whom were Chin Peng and Lai Teck, where they reached an agreement that the resistance group would fall under British command, in exchange for weapons, supplies and training.
When Singapore fell, Lai Teck was arrested by the Japanese and became their agent.

At this time, the party was infiltrated by an apparent British agent, Lai Teck, who became Secretary-General in April 1939.

In 1946, amid a discontent with the leadership's cautious line, an investigation commenced into rumors of Lai Teck's treachery.
