He was the first Mutasarrif (governor) of Erbil in the first Iraqi government (1921-1927), the Mutasarrif of Sulaymaniyah (1927-1929), member of the Iraqi House of Notables or Senate "Majlis al-Ayan" (1929-1937), and Member of the House of Deputies "Majlis al-Nuwaab" representing Erbil (1937-1946).
Ayan (provincial gentry) took possession of çiftliks because of administrative abuses.
He combined this knowledge with what he had seen on his return voyage to Europe 1851–1852 as ships surgeon from Ayan via Sachalin, Kamchatka, Sitka, Hawaii, Tahiti, around the Cape Hoorn and through the Atlantic Ocean back to the baltic seaport Kronstadt, now a suburb of St.Petersburg.

Tiling became a physician at the "Russian North American Co." in Ayan, Siberia from 1845 through 1851.
Near the southernmost point was the settlement of Nelkan from which a track led over the mountains to Ayan.
