Justice Rucker served as a Judge on the Indiana Court of Appeals, having been appointed to that position in 1991 by Indiana Governor Evan Bayh.

The court is named after Harlem teacher and playground director for the New York City Parks Department Holcombe L. Rucker, who started a basketball tournament in 1950 in order to help less-fortunate kids stay off the streets and aim for college careers.
Upon the death of Georgia's federal representative for the 8th district, Samuel J. Tribble, Rucker won the special election as a Democrat to fill the remainder of the term for that seat in the 64th United States Congress and served from January 11, 1917 until March 3, 1917.
