In December 2007, Matthew Colin Bailey, along with assistance from the College of Design, created schematic plans to revive the city.
During his time at the University of Kentucky, Bailey was awarded with a resolution by the Kentucky House of Representatives and by the Governor of Kentucky, Ernie Fletcher, Senator Joey Pendleton, and Mayor Scott Marshall for designs completed for the city of Guthrie, Kentucky.
