It was established on 8 April 1915 by British Prime Minister H. H. Asquith, and was headed by Sir Maurice de Bunsen.
In 1919 he was designated as Especial Ambassador to the United Kingdom and headed the delegation that returned the courtesy visit of Especial Ambassador Maurice de Bunsen.
de Bunsen was the son of Ernest de Bunsen, second son of Baron von Bunsen, Prussian ambassador to London.
