The Institute is funded by Congress through the U.S. Department of Transportation’s (DOT) Research and Innovative Technology Administration, by the California Legislature through the Department of Transportation (Caltrans), and by other public and private grants and donations, including grants from the U.S. Department of Homeland Security.

In 1976, he chaired the campaign for the first successful half-cent sales tax for a transit district in California, has subsequently come to be known as "the father of VTA light rail," and is presently the executive director of the Mineta Transportation Institute.
A member of Transportation Research Board (TRB), American Economic Association (AEA), American Political Science Association (APSA), International Political Science Association (IRSA), Schmitz also contributes as an associate of the Mineta Transportation Institute.
